2025 Chinese Government Scholarship Bilateral Program Admission Guide

Bilateral country programs are full or partial scholarships provided based on educational cooperation and exchange agreements or consensus signed between China and governments, institutions, schools and international organizations of relevant countries.



1. Funding type, duration, major and language of instruction


Funding categories: including undergraduates, postgraduates, doctoral students, general students and senior students. For details, please consult the sending department of your country.


Language of instruction: Chinese/English. For details, please see 2025 International Undergraduate Enrollment Major List.xlsx and 2025 International Graduate Enrollment Major List.xlsx .


Study period: The scholarship period is generally 4-5 years for undergraduates, 3 years for master's students, 4 years for doctoral students, and 1 year for advanced students. The period of Han supplementary study is generally 1-2 years and in principle it will not be extended.


2. Scholarship Content


The scholarship includes full scholarship and partial scholarship. Full scholarship includes tuition, accommodation, comprehensive medical insurance and living expenses (undergraduate: RMB 2,500/month; master's: RMB 3,000/month; doctoral: RMB 3,500/month; general students: RMB 3,000/month; senior students: RMB 3,500/month). Partial scholarship includes one or more of the above items.


3. Application channels and time


Applicants should submit their applications to the student dispatching department of their home country (usually the Education and Culture Department of the Chinese embassy or consulate abroad) within the prescribed time. The application period is generally from early January to early April. Please inquire with the student dispatching department of your home country for the specific application time and the number of the accepting agency.

IV. Application Requirements


1. Non-Chinese citizens, in good health;


2. Education and age requirements:


● Applicants who come to China to study undergraduate courses must have graduated from high school with excellent academic performance and be no older than 25 years old;


● Applicants who come to China to study for a master's degree must have a bachelor's degree and be no older than 35 years old;


● Applicants who come to China to study for a doctorate degree must have a master's degree and be no older than 40 years old;


●Students who come to China as ordinary students must have a high school diploma or above and be no older than 45 years old;


●Students coming to China as advanced students must have a master's degree or above or a professional title of associate professor or above, and must be no older than 50 years old.

5. Application Process


1. Consult with the sending department of your country to learn about the application time and the number of the accepting agency;


2. Obtain the pre-admission letter from Central South University: Please prepare scanned copies of items 1 to 8 in the application materials (see item 6) and send an email to csc@csu.edu.cn. Please mark the email title as "Name + CSC Pre-admission Letter Application";


3. Log in to the "China Scholarship Council Online Application System for Studying in China" (log in to http://www.csc.edu.cn/laihua or http://www.campuschina.org, and click the "Online Application Student Portal" icon to enter), fill in and submit the application information online, and print the "Chinese Government Scholarship Application Form". Please select Central South University as the first choice of university.


The operating instructions of the "China Scholarship Council Online Application System for Studying Abroad in China" and the "Accepting Agency Number" can be obtained from the sending department of your country.


4. Submit the application materials to the student dispatching department of your country within the specified time.


Note: China Scholarship Council does not accept individual direct applications. China Scholarship Council has the right to make necessary adjustments to the application institutions of applicants who have not received a pre-admission notice.


6. Application Materials


1. Application Form for Chinese Government Scholarship (filled in Chinese or English);


2. Passport front page (valid for more than 1 year);


3. Notarized highest academic certificate. If the applicant is a student, he/she must submit a pre-graduation certificate or a certificate of enrollment issued by his/her school. Documents in languages other than Chinese or English must be accompanied by a notarized Chinese or English translation;


4. Academic transcripts. Documents in languages other than Chinese or English must be accompanied by notarized Chinese or English translations;


5. Language proficiency certificate, such as HSK score report, IELTS or TOEFL score report;


6. Study or research plan in China. (Please refer to the template International Student and Graduate Study Plan in China Template.docx , no less than 200 words for undergraduates, no less than 500 words for continuing education students, and no less than 800 words for graduate students), written in Chinese or English;


7. Applicants who come to China to study for more than 6 months must submit the "Foreigner Physical Examination Form" . Applicants should strictly follow the items required in the Foreigner Physical Examination Form.pdf . The "Foreigner Physical Examination Form" is invalid if it is missing, does not have a photo of the applicant or a seal on the photo, or is not signed and stamped by the doctor and the hospital. The examination date should be after October 1, 2024 ;

8. Certificate of No Criminal Record (in Chinese or English) . It must be issued by the public security authority where the applicant is located and the date of issuance must be after October 1, 2024 ;


9. Recommendation letters. Applicants for master's and doctoral degree programs and applicants for advanced studies in China must submit two recommendation letters from professors or associate professors, written in Chinese or English;


10. Applicants under the age of 18 must submit relevant legal documents of their legal guardians in China (see the template of International Student Guardian Guarantee Letter.doc ) ;


11. Students applying for music majors must submit their own works; students applying for fine arts majors must provide 2 sketches, 2 color paintings and 2 other works;

VII. Admission and Notification


1. The China Scholarship Council will review whether the scholarship applicants meet the application requirements. Applicants who do not meet the requirements or whose application materials do not meet the requirements will not be accepted.


2. The China Scholarship Council will forward the approved application materials to the relevant schools for admission. The China Scholarship Council has the right to make appropriate adjustments to the schools, majors, funding categories, scholarship periods, etc. selected by applicants based on the scholarship funding requirements of each country, the acceptance capacity of the scholarship institutions, the requirements of the majors and the conditions of the applicants, and the admission results will be determined by the school. For application materials with a school's pre-admission notice, the China Scholarship Council will directly forward them to the pre-admission institutions for confirmation of admission; please select Central South University as the first choice institution .


3. Applicants who have been confirmed admitted by the scholarship institution can receive the Chinese Government Scholarship to study in China after approval by the China Scholarship Council. Each scholarship recipient can only receive funding from one Chinese Government Scholarship program.


4. The China Scholarship Council will send the "Admission List", "Admission Notice" and "Visa Application Form for Foreign Students to Study in China" ( JW201) to the student dispatching departments of various countries or the students themselves through the Chinese embassy (or consulate general) in the country of residence .


5. Scholarship recipients are not allowed to change the institution, major and duration of study listed in the Admission Letter after arriving in China.


6. If an applicant fails to study in China within the admission period, his/her scholarship qualification will not be retained.
